Think sand and water. It would be difficult to get a good, even application. You are better off rubbing lotion/cream first, then using a powder brush to dust ZnO on. Not that I recommend this - you shouldn't breathe ZnO powder but then again, people unknowingly do since it's one of the main ingredients in powder makeup, esp. mineral makeup.
